DESCRIPTION
On December 20, 2023, the Board authorized staff to enter into contract negotiations with Rodda Construction, Inc. for a CMAR agreement for the conversion of natural grass to artificial turf soccer fields and other improvements at Simmers Young Park. This will be a phased project, Phase I will include the conversion of five (5) fields, installation of two (2) pre-cast concrete concession/restroom buildings, and lighting systems on three (3) fields. Phase II will include the conversion of the remaining seven (7) soccer fields to artificial turf will begin on or after October 1, 2023, pending funding approval.
The CMAR’s role includes:
1. Pre-construction services will be completed in two (2) phases. Each phase will include review with the design consultant, Florida Transportation Engineering, Inc. and County to provide value engineering, constructability reviews and recommendations; attend design and other applicable conferences, pre-bid meetings, pre-award meetings, construction progress meetings, and permitting of the park. Phase I will begin upon execution of this agreement.
• Phase I pre-construction services will not exceed $37,675.00.
• Phase II pre-construction services will be brought back to the Board as an amendment to this Agreement. The anticipated cost will be $25,175.00.
2. After pre-construction services are complete for Phase I, the Construction Manager will present to the County a Guaranteed Maximum Price (GMP) to construct the artificial turf improvements at Simmers Young Park. This additional cost will be brought back to the Board for approval as an amendment to their agreement before construction services begin. The Construction Manager shall furnish and pay for all services, materials, and labor to fully perform and complete the construction of the work in accordance with the terms and conditions of the agreement.
RECOMMENDATION
Request Board approve agreement with Rodda Construction, Inc. to provide pre-construction manager at risk services for Simmers Young Park artificial turf improvements. Phase I pre-construction services are not to exceed $37,675.00.
FISCAL IMPACT
Funds in the amount of $37,675.00 are budgeted and available in the Leisure Services MSTU.
