DESCRIPTION

The PRWC is in the process of implementing a full range of policies to govern its operations.  The PRWC Policy Manual will store and maintain each of these policies and will be updated as new policies are approved.  Chapter 6 of this manual is the Procurement Policy which is now ready for Board review and approval. Implementing a procurement policy is essential for governmental operations in order to apply approved procedures to use of all public funds in seeking and securing procurement of goods, services, professional services, construction, equipment, and information technology.   In addition to establishing the PRWC’s procurement procedures, this policy documents the compliance requirements with federal provisions, if applicable, and with State laws. 

Specific actions of this policy address:

                     Procurement method and approval authority for set procurement values and thresholds

                     Standards of conduct to be followed by the Cooperative officers, employees, and agents

                     Methods of procurement: micro-purchases, small purchases, informal purchases, sealed competitive bids (public notice of invitation), sealed competitive bids (request by proposal), invitation to negotiate, cooperative purchases with other public entities, sole source, and emergency

                     Procurement of professional architectural, engineering, surveying and mapping, and landscape-architectural services

                     Public notice and advertising

                     Bonds, insurance and indemnification

                     Contract administration

                     Vendor relations and standards of practice

                     Protest and dispute resolution

                     Federal funding provisions

                     Florida statutory certifications and disclosures

                     Records of procurement

                     Funding agency compliance

Procedures as outlined in the procurement policy cannot be overridden except by action of the Board of Directors.
