DESCRIPTION
The County’s Southeast Landfill located at 2250 Golfview Cutoff Road, Lake Wales, closed in 2008 and has been monitored and maintained in accordance with Florida Department of Environmental Protection (FDEP) rules and the site’s permit. In February 2019, the Solid Waste Division submitted a groundwater assessment plan to FDEP to assess exceedances in groundwater standards for several of the on-site monitoring wells. After review by both the Solid Waste Division and FDEP it was determined that engineering controls and remedial measures are required to mitigate the impacts to groundwater. These controls include installation of an impermeable final cover on the eastern portion of the unlined landfill as well as other remedial measures to include a groundwater treatment system.
This resulted in Solid Waste requesting Procurement to solicit proposals from professional engineering firms to design, permit and provide construction administration support to construct the final cover and address other remedial measures to ensure appropriate groundwater treatment controls.
Request for Proposal (RFP) 24-654, Polk County Southeast Landfill Engineering Services was issued, and two vendors submitted proposals. On January 7, 2025, the Board approved the committee’s recommendation to enter into contract negotiations with Geosyntec Consultants, Inc. The attached agreement is a result of those negotiations.
This project is broken into four phases:
• Phase 1 Services - Assessment
• Phase 2 Services - Remediation
• Phase 3 Services - Closure Design and Permitting
• Phase 4 Services - Construction Quality Assurance
This agreement will cover Phase 1 and Phase 3 Services. Phase 1 Services includes, but is not limited to, field planning and site reconnaissance, FDEP meetings, supplemental assessment implementation, and assessment report preparation of the Southeast Landfill. Phase 3 Services includes but is not limited to, closure alternative evaluation, costing, and selection, closure design, and permitting.
These phases will run concurrently, and an amendment will be brought to the Board for Phase 2 and Phase 4 Services once sufficient information has been gathered and presented to the County by Phase 1 and Phase 3 Services.
It is anticipated that all four phases will conclude in September 2027, yet the term of the agreement will be until all services are complete.
RECOMMENDATION
Request Board approve agreement with Geosyntec Consultants, Inc. for professional engineering services for the Southeast Landfill in the amount of $424,297.00.
FISCAL IMPACT
Funding is budgeted and available in the Solid Waste Operating Fund - CIP Project 5500048.
