DESCRIPTION
The Utilities Division requested Procurement solicit proposals from qualified firms to provide professional engineering services for design, permitting, bidding and construction phase to make improvements to the northwest and southwest regional Wastewater Treatment Facilities (WWTF) to remove particles, impurities and solids from the County’s wastewater. The northwest regional WWTF project includes improvements to the filtration and dewatering systems; and the southwest regional WWTF project includes improvements to the filtration, dewatering, clarifier, and electrical systems. These systems are reaching their end of useful life and need to be replaced.
Request for Proposal (RFP) 24-552, Engineering Services for Improvements to the Northwest and Southwest Regional WWTF was issued, and five proposals were received. The selection committee met on Wednesday, September 18, 2024, to evaluate and score the proposals. All firms were elevated for interviews. On September 25, 2024, the selection committee conducted interviews and received presentations from the proposers. After the interviews, the selection committee ranked the proposers by project. The consensus of the selection committee was to request the Board authorize staff to enter into negotiations with all proposers, beginning with the highest ranked proposers for each project. Carollo Engineers, Inc. was the highest ranked for the Northwest Regional WWTF project, and Black and Veatch Corporation was the highest ranked for the Southwest Regional WWTF project.

RECOMMENDATION
Request Board approve the selection committee’s recommendation and authorize staff to enter into contract negotiations with all proposers, beginning with the highest ranked proposers for each project, Carollo Engineers, Inc. for the Northwest Regional WWTF project, and Black and Veatch Corporation for the Southwest Regional WWTF project for RFP 24-552, Engineering Services for Improvements to the Northwest and Southwest Regional Wastewater Treatment Facilities, and moving to the second-highest ranked proposer and so on, if negotiations with Carollo Engineers, Inc. and Black and Veatch Corporation are unsuccessful.
FISCAL IMPACT
There is no fiscal impact during negotiations.
