DESCRIPTION
The Facilities Management Division requested Procurement to solicit bids from qualified contractors who were interested in construction of a new fire rescue training center located at 59 Vaughn Road, Bartow, FL 33830.
The new fire rescue training center will provide space to conduct fire and emergency medical services training for current employees and the hiring/onboarding of new employees as a key essential requirement in ensuring safety for all emergency responders.
Bid 24-570, Polk County Fire Rescue Training Center was issued, and 6 contractors submitted a bid.

A recommendation of award was issued to Everett Whitehead & Son, Inc. dba Whitehead Construction, and no protests were received. In accordance with Resolution No. 13-066, $250,000.00 was added to the contract for allowance work for a total contract amount of $15,576,045.00. The contract time for this project is 365 days. Allowance time for the project is 54 days.
The total CIP budget for this project is $14,500,000.00. The other project required soft costs for design, connection fees, etc. are estimated at $1,311,955.00 leaving $13,188,045.00 available for construction. Therefore, a CIP Amendment is needed in the amount of $2,388,000.00 to fund the construction contract.
This project is partially funded through the American Rescue Plan through the United States Department of Treasury in the amount of $13,501,450.00.
RECOMMENDATION
Request Board approve 1) construction contract with Everett Whitehead & Son, Inc. dba Whitehead Construction. for $15,576,045.00 for Bid 24-570, Polk County Fire Rescue Training Center, and 2) CIP amendment and budget transfer in the amount of $2,388,000.00 from General Capital Improvement Fund Reserves.
FISCAL IMPACT
Funds in the amount of $14,500,000.00 are budgeted in the Lost Revenue Fiscal Recovery Fund for this project. The additional $2,388,000.00 needed to fully fund the project will be transferred from the General Capital Improvement Fund Reserves to the project budget in FY 24/25. During the FY 25/26 budget process the General Capital Improvement Fund Reserves will be replenished from the General Fund Ending Fund Balance
