DESCRIPTION

The Polk County’s Utilities Division requested Procurement to solicit bids from qualified contractors to construct a new septage receiving and leachate treatment facility at the North Central Landfill. Historically, private septage hauling companies dispose of septage from septage tanks by spreading on open fields, potentially leaching nutrient-rich product into groundwater nearby water bodies. Staff identified an alternative method of disposal through a septage treatment and disposal system at the landfill in lieu of ground application and has already leveraged $6.58 million of American Rescue Plan funds for the purchase of treatment equipment for this project. Construction of the facility at this centralized location will provide a benefit to haulers that currently seek disposal outside of Polk County boundaries. Additionally, the facility will benefit the Solid Waste Division as it will be capable of treating leachate from the landfill.

 

Bid 25-021, Septage Receiving and Leachate Treatment System was issued, and two contractors submitted bids.

A recommendation of award was issued to C&T Contracting Services, Inc., and no protests were received. In accordance with Resolution No. 13-066, 5% was added for allowance work for $250,000.00 and is included in the proposed contract award totaling $21,430,000.00. The contract time for this project is 485 days for final completion. Allowance time for the project is 60 days.

 

The total CIP budget for this project is currently $15,129,936.00. The costs for final design, construction administration, equipment, and capital operating expenditures are estimated at $12,043,677.00 leaving $3,086,259.00 available for construction. Therefore, a CIP Amendment is needed in the amount of $18,343,741.00 to fund the construction contract.

 

RECOMMENDATION

Request Board approve (1) construction contract with C&T Contracting Services, Inc., for the septage receiving and leachate treatment system project and (2) CIP Amendment to the FY 24/25 Utilities Capital Expansion Fund budget and transfer from Reserve for Future Capital.

 

FISCAL IMPACT

Upon approval of the budget transfer from the Reserve for Future Capital, funding in the amount of $21,430,000.00 will be available in the Utilities five-year CIP in the Utilities Capital Expansion Fund for the Septage Receiving and Leachate Treatment Facility project.
