DESCRIPTION
Florida Statutes, Section 125.379, first adopted in 2006 mandated that, by July 1, 2007, and every three years thereafter, each county must prepare an inventory list of all real properties within the county that are owned in fee simple by the County which may be appropriate for use as affordable housing. In response to this mandate the County prepared a list of properties it owned which it deemed appropriate for affordable housing and adopted a resolution containing said list. Subsequently in 2010, 2013 and 2016 the Board adopted resolutions containing a list of County owned properties which were deemed as appropriate for affordable housing at those times. At the Board’s direction, County staff has been very aggressive in reviewing and placing properties back on the tax roll and also conveying properties to various municipalities. As a result of this all properties on the aforementioned lists are no longer owned by the County and the County had no parcels which it deemed as appropriate for affordable housing in 2019 and 2022. In 2023, the legislature updated the statute, which now mandates an inventory list of all real property appropriate for use as affordable housing by October 1, 2023, and every three years thereafter. Additionally, it mandates that the inventory list be made publicly available on its website to encourage potential development. The County had no parcels which it deemed as appropriate for affordable housing in 2023.
Staff has reviewed the County’s land inventory; however, based on the aforementioned Board direction regarding placing properties back on the tax roll and since the previous review of County owned property it has been determined that there are no properties owned by the County which are deemed appropriate for affordable housing at this time. County staff will continue to assess properties as they are added to its Land Inventory to determine if they are appropriate for affordable housing. Adopting a resolution to the effect that there are no County-owned properties which are determined to be appropriate for affordable housing and posting a message on the County’s website stating that no county-owned property deemed suitable will comply with Section 125.379, of the Florida Statutes.
RECOMMENDATION
Request Board adopt a resolution stating that there are no County owned properties which are appropriate for affordable housing in accordance with the above-mentioned statute.
