DESCRIPTION

Central Florida Health Care, Inc. (CFHC), a Federally Qualified Health Center, has long served Polk County by providing affordable primary care, specialty services, dental, and behavioral health care to underserved residents, including members of the Polk HealthCare Plan.

In April 2024, the County entered into an agreement with CFHC to support the purchase and renovation of a 13,862-square-foot facility to become the Mulberry Community Health Center. This facility will expand access to comprehensive health services for low-income residents in Mulberry and surrounding communities. The original agreement allocated $4 million in County funding - $2,050,000 for the building purchase and $1,950,000 for renovations. The purchase is complete, and renovations are underway, with an estimated completion date of March 2026.

CFHC’s original funding request was $5,515,500. The Citizens HealthCare Oversight Committee took a cautionary approach and initially approved $4 million and that once the building was purchased and renovations were initiated, they would endorse a recommendation to the Board of County Commissioners to allocate the remaining required funds based upon the CFHC initial budget request.

This first amendment extends the term from September 30, 2025, to September 30, 2026, and increases County funding by $1,515,500, bringing the total to $5,515,500. Of this, $3,465,500 will be dedicated to renovations.

The Citizens HealthCare Oversight Committee received and approved this funding request.

RECOMMENDATION

Approve the first amendment to the contract with Central Florida Health Care for the Mulberry Community Health Center.

 

FISCAL IMPACT

Funds are available in the Indigent Health Care Fund.
