DESCRIPTION
The Polk County’s Utilities Division requested Procurement to solicit bids from qualified contractors to construct a new lift station, manhole, and add approximately 10,700 linear feet of force main piping and 275 feet of gravity main piping on Deeson Road. Briarwood Estates has an existing agreement with the County to abandon their failing wastewater treatment facility and replace their private collection system. In exchange, the County will construct a lift station and accompanying force main to connect to our system.
Bid 24-279, Deeson Road Lift Station and Force Main Improvements was issued, and six contractors submitted bids.

A recommendation of award was issued to MidSouth, Inc. and no protests were received. In accordance with Resolution No. 13-066, 5% was added for allowance work for $109,874.00 and is included in the proposed contract award totaling $2,307,365.50. The contract time for this project is 300 days for final completion. Allowance time for the project is 45 days.
The total CIP budget for this project is $2,411,250.00. The costs for design, right-of-way, and capital operating expenditures are estimated at $353,884.50 leaving $2,057,365.50 available for construction. Therefore, a CIP Amendment is needed in the amount of $250,000.00 to fund the construction contract.
This project is partially funded through the American Rescue Plan through the United States Department of Treasury in the amount of $1,500,000.00.
RECOMMENDATION
Request Board approve (1) construction contract with MidSouth, Inc in the amount of $2,307,365.50 for Bid 24-279, Deeson Road Lift Station and Force Main Improvements and (2) CIP Amendment to the FY 23/24 Utilities Community Investment Program Expansion budget and a transfer from the Utilities CIP Expansion Fund reserves in the amount of $250,000.00.
FISCAL IMPACT
Upon approval of the budget transfer from reserves, funding in the amount of $2,307,365.50 will be available in the American Rescue Plan and Utilities 5-year CIP Funds for the Deeson Road Lift Station and Force Main Improvements project.
