After conception of this project, Polk County Utilities adopted a policy that in addition to a standby generator, regional lift stations will include permanent by-pass pumps. This will aid in reduction of sanitary sewer overflows in the event of a power outage as well as accommodating maintenance and repairs to the lift station. The County requested a change order to add the permanent by-pass pumps. This change, as well as some additional temporary by-pass pumping required during construction, totaled $176,744.67. The summary of the change order is provided on Attachment A.
The contract amount of $1,250,092.20 included contingencies and allowance totaling $164,528.20 consisting of the following:
Electrical Contingency $ 35,000.00
Instrumentation and Control Contingency $ 35,000.00
Civil/Site Contingency $ 35,000.00
Allowance Work $ 59,528.20
This agenda item is requesting an additional $12,216.47 is to cover Change Order No. 4. In addition, a time extension of 155 days is requested to complete the additional work. The Board approval of Change Order Number 4 will supersede and satisfy the need for other customary contingency release and allowance authorization.
The new contract total will be $892,638.61. The project budget is short $2,217 and requires a CIP amendment.
RECOMMENDATION
Approve Construction Contract No. 2021-052, Change Order No. 4 with Vogel Brothers Building Co. for the Upgrade Lift Station No. 253 (Providence) Project and CIP amendment and transfer from reserves. ($12,216.47 increase; $2,217 CIP amendment and transfer from reserves; revised contract sum to date of $892,638.61, and time extension of 155 days).
FISCAL IMPACT
Upon the approval of a CIP amendment and transfer from reserves in the amount of $2,217, funding is available in the Utilities Capital Expansion Fund to complete this project.
