SUBJECT
title
Declare surplus and authorize the public sale of County-owned remnant right-of-way parcels associated with the West Pipkin Road Project, Parent Parcel ID Numbers 232911-000000-012040/012260. (Potential for $285,000 or greater, one-time revenue)
body
DESCRIPTION
The County acquired two residential lots lying adjacent to the north side of W. Pipkin Road and to the east of Dossey Road in conjunction with a project to four-lane a roadway known as W. Pipkin Road Improvement Project. The County negotiated the purchase of the lots in their entirety due to impacts to the properties by the project. The project has been completed and the necessary right-of-way for the completed roadway has been excluded, which resulted in remnant parcels which are no longer needed by the County. The parcels are rectangular shaped containing a total of approximately 31,420 square feet. The County hired an independent appraiser to establish a market value for the parcels and a total value of $285,000 was established. In an effort to reduce the County’s Land Inventory, staff is requesting the Board to declare the parcels surplus and to authorize the public sale of the parcels, in a single sale, to the highest bidder whose bid meets or exceeds the minimum bid amount and approve the appraised amount of $285,000 as the minimum bid.
Florida Statutes allow for the disposal of County-owned real property by declaring the property surplus and authorizing a public sale to the highest bidder. Declaring the subject parcels surplus and authorizing their sale will allow the public to purchase the parcels, place them back on the tax roll, remove the properties from the County Land Inventory and allow the County to cease maintenance activities associated with the parcels.
RECOMMENDATION
Request the Board declare County-owned parcels described above surplus and authorize their public sale to the highest bidder at or above the minimum bid amount. Also, request Board approve the minimum bid amount of $285,000 for the purchase of the parcels and the condition that the recording fees and documentary stamps shall be borne by the prospective buyer. Ownership of the property will be transferred in “as is” condition and conveyance will be by County Deed.
FISCAL IMPACT
Proceeds from the sale of the subject parcels to be deposited into the appropriate fund, to be determined by Finance and Accounting.
