DESCRIPTION

The Facilities Management Division requested Procurement to solicit bids from qualified contractors who were interested in construction of a new law enforcement sally port and demolition of the existing Lawrence W. Crow (LWC) building complex located at 455 North Broadway Avenue, Bartow, FL.

 

The LWC building is an aging facility which was originally constructed in the 70's. Currently the facility is less than 5% occupied. There have been two condition assessment studies done of the LWC building by two different architectural firms to determine the long-term viability of the building. In each study the same conclusion was reached, the LWC building has exceeded the end of its useful life. The cost to renovate the facility exceeds the cost to demolish and construct a more modern and energy efficient facility. Additionally, a renovation would not meet the long-term needs of the County or the Courts.

 

Bid 24-497, Construction of a New Sally Port and Demolition of the Lawrence Crow Building was issued, and 5 contractors submitted a bid. Nujak Companies was deemed non-responsive.

A recommendation of award was issued to Strickland Construction, Inc., and no protests were received. In accordance with Resolution No. 13-066, $180,270.00 was added to the contract for allowance work for a total contract amount of $3,785,679.00. The contract time for this project is 300 days. Allowance time for the project is 45 days.

 

The total CIP budget for this project is $3,000,000.00. The other project required soft costs for design, building modifications to accommodate the Sheriff at the Supervisor of Elections office, etc. are estimated at $786,321.00 leaving $2,213,679.00 available for construction. Therefore, a CIP Amendment is needed in the amount of $1,572,000.00 to fund the construction contract

 

RECOMMENDATION

Request Board approve 1) construction contract with Strickland Construction, Inc. for $3,785,679.00 for Bid 24-497, Construction of a New Sally Port and Demolition of the Lawrence Crow Building, and 2) CIP amendment and budget transfer in the amount of $1,572,000.00 from General Capital Improvement Fund Reserves.

 

FISCAL IMPACT

Funds in the amount of $3,000,000.00 are budgeted in the General Capital Improvement Fund for this project. The additional $1,572,000.00 needed to fully fund the project will be transferred from the General Capital Improvement Fund Reserves to the project budget in FY 24/25. During the FY 25/26 budget process the General Capital Improvement Fund Reserves will be replenished from the General Fund Ending Fund Balance.
