DESCRIPTION
The Polk County’s Utilities Division requested Procurement to solicit bids from qualified contractors to construct a new potable water interconnect station located near the intersection of County Road 540A and US Highway 98 in Lakeland. This project provides reliability for Lakeland, Bartow, and Polk County potable water systems by creating an emergency interconnect between the entities.
Bid 24-270, Lakeland - Bartow - Polk County Potable Water Interconnect was issued, and six contractors submitted bids.

A recommendation of award was issued to CenState Contractors, Inc. and no protests were received. In accordance with Resolution No. 13-066, 5% was added for allowance work for $104,465.00 and is included in the proposed contract award totaling $2,193,765.00. The contract time for this project is 210 days for final completion. Allowance time for the project is 31 days.
The FY 24 CIP budget for this project is $2,306,963.00. The costs for ROW, design, and capital operating expenditures are estimated at $713,198.00, leaving $1,593,765.00 available for construction. Therefore, a CIP amendment is needed in the amount of $600,000.00 to fund the construction contract.
This project is partially funded through the American Rescue Plan through the United States Department of Treasury in the amount of $1,500,000.00.
RECOMMENDATION
Request Board approve (1) construction contract with CenState Contractors, Inc in the amount of $2,193,765.00 for Bid 24-270, Lakeland - Bartow - Polk County Potable Water Interconnect and (2) a CIP amendment to the FY 23/24 Utilities CIP budget and budget transfer from the Utilities CIP Expansion Fund reserves in the amount of $600,000.00
FISCAL IMPACT
Upon approval of the budget transfer from reserves, funding in the amount of $2,193,765.00 will be available in Lakeland - Bartow - Polk County Potable Water Interconnect project.
