DESCRIPTION

Polk County is the fee owner of a parcel of land identified as Parcel ID Number 233201-000000-032020 located along the west side of Fort Green Road, and to the south of CR 630 in the Bradley area.  The parcel is a triangular shaped parcel containing 3-acres which was acquired by the County in 2012.  The County parcel is located immediately adjacent to, and surround, by property owned by Tampa Electric Company (“TECO”) which is associated with its TECO Polk Power Station.  TECO contacted the County and requested the parcel to be utilized in conjunction with power station site.  The site was acquired by the County for use as a fire station site; however, the size and shape of the property does not accommodate the current prototype fire station design and the County has no other need or use for the property.

 

TECO is the fee owner of a parcel of land identified as Parcel ID Number 262916-689000-014801 located along the south side of Eagle Lake Loop Road, and to the east of Rifle Range Road in the Winter Haven area.  The parcel is a nearly square shaped parcel containing approximately three-quarters of an acre which was acquired by TECO over sixty years ago.  The parcel lies immediately adjacent to property owned by the County which was acquired for use with the Thompson Nursery Road Segment 2 project and the TECO parcel could potentially be utilizing in conjunction with said project. 

 

Due to the fact that each party owns property adjacent to the subject parcels County staff proposed exchanging the respective parcels for the benefit of both the County and TECO.  After a review of the properties TECO has agreed to the proposed exchange and has executed a Land Exchange Agreement which was approved by its governing board.  Florida Statutes allow for the exchange of property not needed for County purposes for other real property.  Approving the Land Exchange Agreement, and authorizing the payment of closing costs in the estimate amount of $1,500 will allow the County and TECO to move forward with the exchange and close on the respective parcels.

 

RECOMMENDATION

Request Board approve the above-mentioned Land Exchange Agreement and approve paying closing costs in the estimated amount of $1,500. Also, request Board adopt a resolution approving the exchange of property.  The County’s interest in the property owned by it, including any interests that may otherwise be reserved by Florida Statute, will be conveyed in “as-is” condition by County Deed.

 

FISCAL IMPACT

Funds are available for applicable closing fees costs in the estimated amount of $1,500 in the Impact Fee Northeast Fund.
