DESCRIPTION
The Board executed an interlocal agreement with the City of Bartow on April 1, 2025 to design, and construct a new 20,000-square-foot joint-use fire rescue station at 2421 Smith Lane in Bartow, Florida. Terms & conditions of the interlocal agreement require the City of Bartow to fund 40% of the total cost of the project and Polk County shall fund 60% of the total cost of the project. A lump sum payment from the City of Bartow is due to the County within 60 days of an executed construction contract.
The project is intended to improve community service by reducing emergency response times and enhancing firefighter safety through a Red (Hot), Yellow (Warm), and Green (Cool) zone layout. The Fleischman Garcia Maslowski (FG+M) will provide conceptual and construction documents, including floor plans, exterior elevations, landscape plans, cost estimates, and all specifications required for approval, bidding, construction administration, and project closeout.
Request for Proposal (RFP) 25-377, Architectural and Engineering Services for a Joint-Use Fire Rescue Station was issued, and seven firms submitted proposals. On July 1, 2025, the Board approved the selection committee’s recommendation to enter into contract negotiations with FG+M.
The attached agreement is the result of those negotiations.
The services are estimated to be completed within 730 days yet the agreement will stay in place through completion of the construction
RECOMMENDATION
Request Board approve agreement with Fleischman Garcia Maslowski for architectural & engineering services for the Polk County and City of Bartow Joint-Use Fire Rescue Station in the amount of $799,930.85.
FISCAL IMPACT
Funds are available in the General Capital Improvement Fund.
