DESCRIPTION

In 2009 Polk County purchased 200+/- acres from Mosaic Fertilizer, LLC for the development of an ATV park. The facility, now known as Bone Valley ATV Park, opened to the public in February 2015. In July 2017, the County purchased an additional 300 +/- acres adjacent to the original property for park expansion.

 

Since 2015, County staff have utilized a multitude of grant funding opportunities to help develop Bone Valley ATV Park. Currently, the park consists of fourteen trails, two training areas, hill climbs, an open riding area, restroom and shower facility, ATV washing station, a helicopter pad, maintenance building, entry gate, parking, two motocross courses, and a bridge connecting the two properties.

 

With the expansion of trails and property at Bone Valley ATV Park, the park has grown into a popular destination for outdoor recreation. While the park’s trail system offers an exceptional riding experience, there is an absence of designated areas for eating, resting, and protection from the elements. Currently, visitors are often left to eat, rest, and seek shelter in their vehicles. Each picnic area will consist of a 20’x44’ open-air, metal framed pavilion which will be furnished with picnic tables and surrounded by split rail fencing for added protection. The picnic areas will be constructed near existing parking areas and will be conveniently located near the restrooms / washrooms. The addition of these structures will provide a shaded, comfortable area for rest, meals, and social gatherings. Additionally, as the buildout of the park continues, the picnic areas align with the vision of offering mobile food vending and overnight stays within Bone Valley ATV Park.

 

The grant garners $240,000 with a County match of $60,000 for a total cost of $300,000.

 

RECOMMENDATION

Request the Board approve the terms of Contract #32899 with the Florida Department of Agriculture and Consumer Services for the T. Mark Schmidt Grant in the amount of $300,000 for the construction and installation of two pavilions, fencing, and picnic tables.

 

FISCAL IMPACT

Funds have been budgeted for FY 25/26 in the Special Revenue Grant Fund.
