DESCRIPTION
The Land Development Division requested Procurement solicit proposals from qualified firms to provide staff augmentation services, which include surveyors, inspectors, floodplain management and engineers on a temporary basis. Polk County has been experiencing significant population growth, resulting in rapid development and increased demand. As a result, the Land Development Division may require temporary staff to support these rising needs and maintain service levels.
Request for Proposal (RFP) 25-625, Engineering Staff Augmentation Services for Land Development was issued, and seven firms submitted proposals. On December 2, 2025, the Board authorized staff to negotiate master consulting agreements with six of the firms that were elevated to interviews. These firms are as follows:

These agreements can be used when staff augmentation services are needed. Assignment of projects between the firms will be on a rotational basis to ensure an equitable distribution of work among the consultants, except in instances where a consultant may be more highly qualified to perform the work.
The term of each agreement is for a five (5) year period.
Kimley-Horn & Associates, Inc. & Pennoni Associates, Inc. are still in contract negotiations and will be brought to the board at a later date.
RECOMMENDATION
Request Board approve master consulting agreements with Chastain-Skillman, LLC, CivilSurv Design Group, Inc., Dewberry Engineers, Inc. and Rummel, Klepper & Kahl, LLP for engineering staff augmentation services for Land Development.
FISCAL IMPACT
Funds are budgeted and available within the Utilities and Roads and Drainage Division’s operating budget depending upon which division needs the services.
