DESCRIPTION
The Facilities Management Division requested Procurement solicit proposals from qualified firms to design a new northeast regional operations facility to include administrative offices, a parts warehouse, and a fleet maintenance shop. Services include design, permitting, surveying, bidding documents, and construction administration services.
As part of the Northeast Wastewater Treatment Plant Expansion, the existing operations building will be relocated to the 5-acre site to provide the necessary space for the expanded treatment facilities. The new operations building will also include a warehouse and work bays for the Fleet Division. The bays for the Fleet Division will provide them with an expansion in their ability to serve county vehicles, as well.
These expanded facilities will better serve the customers in the northeast area where most of the growth has occurred. Regional field staff will also be stationed in the new facility during major weather events to provide more efficient emergency response.
The additional warehouse space planned for the facility will help to reduce drive time for operations staff. This project provides a more regionalized approach to serving the largest of the utilities division’s six service areas.
Request for Proposal (RFP) 24-273, Professional Architectural & Engineering Services for Polk County Utilities Division Northeast Regional Warehouse-Operations Building/Fleet Campus was issued, and five firms submitted proposals. The selection committee met on June 3, 2024, and elevated the three highest scored firms to interviews. On June 20, 2024, the selection committee interviewed and ranked the three firms. After the interviews, the consensus of the selection committee was to request the Board authorize staff to enter into contract negotiations with all proposers, starting with the highest-ranked proposer, CPH Consulting, LLC. The proposer’s ranking are as follows:

A recommendation of award was posted, and no protests were received.
RECOMMENDATION
Request Board approve the selection committee’s recommendation and authorize staff enter into contract negotiations, starting with the highest-ranked proposer, CPH Consulting, LLC of Lakeland for RFP 24-273. Should negotiations fail with CPH Consulting, LLC, negotiations will be terminated, and staff will begin negotiations with the 2nd highest-ranked Proposer, and so on.
FISCAL IMPACT
There is no fiscal impact associated with negotiations.
