DESCRIPTION

On June 6, 2018, the Board Approved Consulting Service Agreement 18-27 with Patel, Greene & Associates to provide professional engineering services for the West Pipkin Road Widening Project, including, permitting, final design, bidding support and construction/right-of-way support services in the amount of $993,506.06.

On July 2, 2019, Amendment 1 was approved to extend the project further east from Dorman Road to South Florida Avenue. This additional scope of service added $468,217.50 and 18 months to the project.

On October 1, 2019, Amendment 2 was approved to include additional scope that was needed due to discoveries made during preparation. This additional scope added $379,064.39 and the project end date did not extend. Amendment 2 also allowed for a Joint Partnership Agreement (JPA) with the City of Lakeland for the design and relocations of their water and sanitary sewer systems associated with the road widening project. The JPA allowed the Consultant to design all of the utility relocations on behalf of the City. The City provided $192,565.00 to cover the costs of the design work.

On April 21, 2020, Amendment 3 was approved to include additional analysis and design services. Amendment 3 allowed the Consultant to make modifications to existing stormwater management ponds design as well as add additional U-turn accommodations that were needed. An additional cost of $232,508.20 from the County was needed for the additional design services. There were no additional days need for Amendment 3.

On January 5, 2021, Amendment 4 was approved to include additional analysis and design services. This amendment allowed for the Consultant to design for the replacement of three existing box/bridge culverts. Also, these additional services provided utility design work for a proposed water main within the project limits from Dorman Road to S. Florida Ave. (SR 37). An additional cost of $220,086.00 was added to the agreement. No additional days were needed. The City of Lakeland reimbursed the County $53,585.00 for the cost of the Utility Work done through the JPA.

On November 2, 2021, Amendment 5 was approved to allow the County and the City of Lakeland to utilize the Consultant for post design services and construction engineering inspection services through the completion of construction for the utility relocation portion of work. The County is using AECOM Technical Services, Inc. for CEI services for the county’s portion of the project. An additional cost of $357,760.00 was added to the agreement. No additional days were needed.

On January 18, 2022, Amendment 6 was approved to allow design revisions to address several drainage structurers that were in conflict with utilities. An additional cost of $49,757.00 was added to the agreement. No additional days were needed.

On September 6, 2022, Amendment 7 was approved to provide for additional man-hours for meetings, questions, and plan revisions. An additional cost of $49,757.00 was added to the agreement. No additional days were needed.

On December 3, 2024, the Board approved Change Order #6 to contract 2021-059 with Hubbard Construction Company to construct the project. This change order increased the amount of the construction contract by $606,172.05 for a total of $44,220,732.91 and increased the contract time by 163 days. The change order was necessary due to an unforeseen conflict with AT&T communication lines located near the GEICO facility and the JPA utility work for the City of Lakeland taking longer than anticipated.

As such, this Amendment 8 is needed to provide for the additional man-hours required to continue construction engineering inspection services during the additional 163 days. The cost to provide the additional services is $187,195.00 bringing the new not-to-exceed amount of the agreement to $2,937,851.15. Of the $187,195.00, $143,900.00 has been reimbursed by the City of Lakeland via the JPA.
