DESCRIPTION

On January 6, 2026, the Board of County Commissioner entered into Master Services Agreement 2026-013 with Strickland Construction, Inc. to provide CMAR services when the cost of the construction is under $7.5 million.

The CMAR procurement method is used to hire a construction contractor during the design process so they can work with the design engineering firm when design plans are about 30% complete. The CMAR process is done in two phases. Phase one consists of the construction contractor working with the engineering firm and County staff to finish the design of the project. Once designed, the construction contractor will bid the work on behalf of the County. The bidding results are then brought before the Board for approval in the form of a GMP Addendum. The GMP Addendum is a Guaranteed Maximum Price (GMP) the CMAR will charge to construct the project. The GMP also includes the number of days to complete the project as well as a project schedule.

On March 13, 2026, the County authorized Strickland to provide pre-construction services for the Eagle Lake Roads & Drainage Maintenance Facility project in the amount of $37,818.05. Pre-construction services are now complete, and Strickland has provided the attached GMP Addendum to construct the project in the amount of $6,381,337.57. In accordance with Resolution 13-066, $250,000.00 is included in the GMP total for allowance work.

A study was conducted to evaluate the condition and functionality of the County’s existing Mulberry Roadway Maintenance Unit facilities and identified the subject facility as requiring replacement due to its age, deteriorated condition, and inability to adequately support operational needs. The study concluded that the existing buildings have exceeded their useful service life. The Mulberry Maintenance Unit will be replaced by this new Maintenance Unit and will be called the Eagle Lake Maintenance Unit that will provide a modern facility capable of supporting current and future operational needs. This project will construct a new Roadway Maintenance Facility consisting of a 3,922 GSF office building, a 5,412 GSF maintenance building, a 7,566 GSF vehicle storage building, a 5,066 GSF equipment storage building, and all associated site development and supporting infrastructure necessary to meet current and future operational requirements.

The total contract time for construction is 395 calendar days. In accordance with Resolution 13-066, 59 calendar days have been added for allowance time.

 

RECOMMENDATION

Request Board approve the CMAR 2026-013-01, GMP Addendum with Strickland Construction, Inc., for the Eagle Lake Roads & Drainage Maintenance Facility in the amount of $6,381,337.57.

 

FISCAL IMPACT

Funds are budgeted in the Transportation Millage Fund. During the FY 26/27 CIP budget process, the project will be adjusted to fully fund the total project cost.
