DESCRIPTION

Housing and Neighborhood Development requested Procurement to solicit proposals from qualified firms to provide affordable, multi-family rental developments in Polk County. Polk County is making State Housing Initiatives Partnership (SHIP) program funds available to Developers for the creation of Workforce Housing units ($1,000,000) to expand the local inventory of Multifamily Rental Housing Units for Workforce Housing, and an additional amount of SHIP funds ($1,000,000) for affordable rental units. The selected multifamily project (s) would be serving households with incomes between 30% and 120% of Area Median Income.

Request for Proposal (RFP) 24-360, SHIP Funds Supporting Multi-Family Rental Development Projects was issued, and five vendors submitted proposals. The selection committee met on June 17, 2024, to evaluate and score the proposals and 3 vendors (4 projects) were elevated for interviews. On July 3, 2024, the selection committee conducted interviews and received presentations from all three vendors. After the interviews, the consensus of the selection committee was to request the Board authorize staff to enter into contract negotiations with all proposers, beginning with the two highest ranked proposers, Green Mills Group - United Commons and Smith & Henzy.

A recommendation of award was posted, and no protests were received.

 

RECOMMENDATION

Request Board approve the selection committee’s recommendation and authorize staff to enter into contract negotiations with all proposers, beginning with the two highest ranked proposers, Green Mills Group - United Commons and Smith & Henzy, for SHIP Funds Supporting Multi-Family Rental Development Projects, and moving to the third-highest ranked proposer and so on, if negotiations with Green Mills Group - United Commons and Smith & Henzy are unsuccessful.

 

FISCAL IMPACT

There is no fiscal impact during negotiations.
