DESCRIPTION
On December 5, 2023, the Board entered into Agreement 2023-074, with Wharton-Smith, Inc., to provide pre-construction CMAR services for the NERWWTF expansion from 6 to 9 million gallons daily (MGD) project to be completed in 2 phases.
On September 17, 2024, the Board approved Amendment No. 1 to the agreement for additional pre-construction services in anticipation of the following 5 GMP’s to be approved by the Board:
• GMP #1: Phase A-Deep Bed Filters, Chlorine Contact Chambers, Dewatering, Chemical Feed Building
• GMP #2: Phase A-Electrical and Communication Improvements, Phase E Other Plant-Wide Improvements (e.g. generator replacements, switching from medium voltage to now voltage)
• GMP #3: Phase B-Headworks, Return Pump Station, Electrical Building No. 3
• GMP #4: Phase C-Biological Nutrient Removal, Equalization Tank, Splitter Box Blower/MCC Building
• GMP #5: Phase D-Ground Storage Reservoir, High Service Pump Station, Augmentation Wells
On December 17, 2024, the Board approved GMP No. 1 in the amount of $41,644,133.00, to construct Phase A - Deep Bed Filters, Chlorine Contact Chambers, Dewatering, and Chemical Feed Building.
Pre-construction services for Phase A - Electrical and Communication Improvements, Phase E Other Plant-Wide Improvements, which includes design and bidding services, are now complete, and Wharton-Smith has provided the attached GMP No. 2 in the amount of $30,421,036.00 to construct these improvements. Also included in this GMP is the purchase of GMP No. 3 equipment that have long lead times to be manufactured/fabricated and delivered. The long lead time equipment to be purchased includes an odor control system, submersible pumps, grit removal system, and a packaged plant water system.
The total contract time for GMP No. 2 is 824 calendar days. In accordance with Resolution 13-066, allowance time for this project is 60 calendar days.
Due to rapid growth in the service area, the construction of this GMP will increase capacity incrementally while the design and GMPs are being completed for the additional phases.
It is anticipated that GMP Addendum No.3, to provide for the construction of the headworks, return pump station and electrical building will be ready for Board approval in late summer.
RECOMMENDATION
Request Board approve GMP Addendum No.2 to Agreement 2023-074 with Wharton-Smith, Inc. for the Northeast Regional Wastewater Treatment Facility (NERWWTF) in the amount of $30,421,036.00.
FISCAL IMPACT
Funding is available in the Utilities Five-Year Community Investment Program Budget.
