DESCRIPTION

On May 20, 2026, the Board entered into an agreement with Whitehead Construction, Inc., to provide CMAR services for the construction of the Smith Lane Joint-Use Fire Rescue Station which included preconstruction services in the amount of $40,280.00. The facility is located at 2421 Smith Lane, Bartow, FL. The overall project is comprised of a 19,923 gross square foot joint use fire rescue station for Polk County Fire Rescue (58.75% 11,705 GSF) and the City of Bartow Fire Department (41.25% 8,218 GSF). The County and City of Bartow entered into a joint use agreement on April 1, 2025.

A portion of the preconstruction services for site development is now complete, and Facilities Management is requesting GMP No. 1 to begin the horizontal site development work only. The work includes mobilization, site development construction for clearing the site, mass grading, site stabilization & testing, utility infrastructure installations, storm water systems, and site pavement base systems. Whitehead Construction has provided a GMP of $1,739,449.70, which includes an allowance of $77,487.00.

The total contract time for GMP No. 1 is 120 calendar days. In accordance with Resolution 2026-052, Allowance time for this project is 18 calendar days.

GMP No. 2 will be brought to the Board for approval upon completion of the design work and bidding process for the construction of the new building, final site paving systems, plus all remaining construction requirements not included under GMP No. 1.

 

RECOMMENDATION

Request Board approve the Construction Manager at Risk (CMAR), Guaranteed Maximum Price (GMP) Addendum No. 1 with Whitehead Construction, Inc. for the Smith Lane Joint-Use Fire Rescue Station (Highland City Fire Rescue Station) project in the amount of $1,739,449.70.

 

FISCAL IMPACT

Funds for the Smith Lane Joint-Use Fire Rescue Station (Highland City Fire Rescue Station) are budgeted in the General Capital Improvement Fund.
