DESCRIPTION

The West Pipkin Road Widening Project is in the Roads & Drainage Division’s FY 24/25 CIP and is currently under construction and the current completion date is November 23, 2024.  The Contractor is requesting a time extension and additional funds for the following items:

                     MOT work zone items:  the quantities listed in the plans by the Consulting Engineer for the MOT bid items are not sufficient to complete construction on the project.

                     The specifications for this project allows the contractor to submit for reimbursement for fuel price adjustments, and for reimbursement for price adjustments to bituminous material (liquid asphalt).

                     Plan Revision No. 6 which includes several miscellaneous changes to the construction plans and are describe in detail in Exhibit XVII Change Order No. 6.

                     During the excavation of the retention pond 14-2 which is located near W Pipkin Rd @ Waring Rd, the contractor uncovered unsuitable soils that could not be used on the project and had to be disposed of off-site.

                     The contractor is requesting an additional 163 contract days due to an unforeseen conflict with AT&T communication lines located near the GEICO facility, the JPA utility work for the City of Lakeland taking longer than anticipated, and additional days for the Wildwood Drainage Project.

The costs and additional time associated with each of these items is detailed in Exhibit XVII Change Order Number 6.

Change Order No. 6 is needed to increase Contract 2021-059 by $606,172.05 and 163 calendar days to allow the Contractor to complete work on the W Pipkin Widening Project.

Additionally, due to the unforeseen circumstances in construction and utility relocation, the actual expense for last fiscal year was substantially less than the projected expense.  Therefore, to a CIP Amendment and budget transfer is required to bring forward construction budget for FY 24/25 in addition to funding this change order for a total transfer in the amount of $5,050,000.00

 

RECOMMENDATION

Request the Board approve Change Order Number 6 with the Contractor at a cost of $606,172.05 for the West Pipkin Road Widening Project and CIP Amendment and budget transfer in the amount of $5,050,000.00.

FISCAL IMPACT

Upon approval of the CIP Amendment, $5,050,000.00 will be transferred from the Transportation Millage Fund, Reserve for Future Capital to the West Pipkin Road Widening Project.
