DESCRIPTION
On March 5, 2019, the Board entered an Interlocal Agreement between Polk County and the City of Lakeland (City) for the Chestnut Road Sidewalk Project. Polk County and the City agreed to the need for sidewalk along Chestnut Road between US 92 (New Tampa Highway) and SR 546 (West Memorial Boulevard) for pedestrian connectivity. As part of the agreement, the City will reimburse the County $50,000 for design and $100,000 for construction once the Project is completed.
On December 26, 2019, the County Manager approved CSA No. 17-056-02 with the Consultant to provide professional engineering services for the Chestnut Road Sidewalk Project at a not-to-exceed fee of $97,092.10.
On August 18, 2020, the Board approved Modification No. 1 to CSA No. 17-056-02 to amend the Scope of Services to allow the Consultant to begin Phase 2 by adding design and permitting services for the Chestnut Road Sidewalk Project. Sidewalk will be designed along the east side of Chestnut Road with a pedestrian bridge at Itchepackesassa Creek. Modification No. 1 added $257,750.00 to the CSA.
During the design phase, the Scope of Services was expanded to include Subsurface Utility Exploration (SUE). Therefore, an amendment to the Scope of Services was needed to allow the Consultant to finish the design, perform the SUE work, and to extend the contract time for post design services through construction which will be done in phases. Modification No. 2 added an additional $17,635.00 to the CSA.
On January 24, 2025, the County Manager approved Modification No. 3 to allow the Consultant to provide post design and construction services for the Project. Modification No. 3 was approved for a not-to-exceed cost of $35,710.50 and brought the total contract amount to a not-to-exceed cost of $408,187.60.
Prior to the start of construction, the Florida Department of Transportation (FDOT) requested changes to the sidewalk design within the right-of-way of U.S. 92. The proposed improvements required the Consultant to re-design the Project at U.S. 92. In addition to the requested design changes, the FDOT notified the County that a construction permit would be required to complete improvements within the FDOT Right-of-Way. The Roads & Drainage Division directed the Consultant to begin work to comply with FDOT.
With the FDOT Permit approved and construction under way the Consultant has requested additional funds for Post-Design Services. Modification No. 4 will cover these additional costs and add an additional $40,073.82 to CSA 17-56-02 as a lump sum cost.
RECOMMENDATION
Request the Board approve Modification No. 4 to CSA No. 17-056-02 with the Consultant and increase the contract amount by $40,073.82, resulting in a new total contract amount of $448,261.42, for the Chestnut Road Sidewalk Project.
FISCAL IMPACT
Funds are budgeted and available in the Transportation 1-Mill Fund.
