DESCRIPTION
The Facilities Management Division requested Procurement solicit proposals from qualified architectural firms to update the 2014 Master Plan of the Courts & County Annex Building and design those elements adopted from the master plan in future phases. Recent rapid population growth over the past few years has caused an increase in residential needs of government services resulting in staff overcrowding.
Request for Proposal (RFP) 25-185, Architectural and Engineering Services for the Courts & County Annex Building was issued, and five proposals were received. On May 6, 2025, the Board approved the selection committee’s recommendation to enter into contract negotiations with The S/L/A/M Collaborative, Inc. The attached agreement is the result of those negotiations. Phase I services will include master planning, programming, cost estimating & site evaluation. This phase encompasses a review and update of current and projected space needs for the 10th Circuit Courts and the Polk County Board of County Commissioners Administration Building. In addition, the master plan will be updated to incorporate a new Courts and County Annex building, along with the development of a corresponding cost model.
It is anticipated that Phase I services will be completed within 126 days; however, the agreement will remain in effect until all phases are complete. An amendment for Phase II services, which will include design, permitting, surveying, bidding documents, and construction administration, will be brought back to the Board for approval upon completion of Phase I.
RECOMMENDATION
Request Board approve agreement with The S/L/A/M Collaborative, Inc., for architectural & engineering services for the Courts & County Annex Building - Phase I in the amount of $494,337.00.
FISCAL IMPACT
Funds in the amount of $494,337.00 are available in the General Capital Improvement Fund.
