DESCRIPTION

On December 26, 2018, the Board approved Agreement 18-73 with Dewberry Engineers, Inc. to provide professional engineering services in connection with the CR 557 widening project. The services included developing and evaluating alternative roadway designs and alignments resulting in the recommendation of a preferred alignment, and preparing preliminary roadway plans for the widening in the amount $1,100,893.47.

On September 1, 2020, the Board approved Amendment No. 1 in the amount of $3,040,982.53 for final design, permitting, bidding support, and community awareness services from W. Alfred Street to south of Interstate 4.

On December 6, 2022, the Board approved Amendment No. 2 in the amount of $693,396.38 to further extend the limits of the CR 557 widening project to the south from W. Alfred Street to US 92. Services included developing and evaluating alternative roadway design and alignments, recommending a preferred alignment, and preparing preliminary and final roadway plans for the widening of CR 557 from W. Alfred Street to US 92. Amendment No. 2 also extended the project schedule out to an anticipated completion date of December 31, 2027, which included post-design services that Dewberry will provide during the construction phase.

On August 22, 2023, the Board approved Amendment No. 3 in the amount of $429,107.94 to provide for additional services to include design of a surcharge program, additional lighting along the length of the project and design modification of the Lake Alfred Road roundabout for a developer to construct separately via a separate infrastructure agreement. 

On May 21, 2024, the Board approved Amendment No. 4 in the amount of $107,261.84 to split the remaining project design into two segments to facilitate phased construction of the project. The first segment will extend from W. Alfred Street to the southern limits of the Old Lake Alfred Road Roundabout. The second segment will extend from the northern limits of the Old Lake Alfred Road Roundabout to south of Interstate 4, and will include final design, permit coordination and bidding phase services.

On June 3, 2025, the Board approved Amendment No. 5 in the amount of $169,142.01 to combine the 3 construction phases into 1 phase to expedite the project and include maintenance of traffic redesign, quantity adjustments, and utility coordination.

On June 3, 2025, the Board approved Amendment No. 6 in the amount of $147,223.04 to redesign the project by replacing the proposed roundabout with a signalized intersection and incorporating roadway improvements, plan revisions, geotechnical investigations, quantity adjustments, and utility coordination.

The design services are now complete and ready for  post-design engineering services during construction, including engineering support, responses to requests for information, shop drawing reviews, plan revisions, site visits, and coordination meetings necessary to successfully complete the project. It also updates the Consultant's fee schedule prospectively for future work and does not modify fees for services previously authorized under prior amendments.

This Amendment No. 7 is for a not-to-exceed amount of $399,255.70, bringing the total cost of professional services to $5,688,007.21.

The Agreement will remain in effect through the completion of construction.

 

RECOMMENDATION

Request Board approve Amendment No. 7 to Agreement 18-73 with Dewberry Engineers, Inc., for CR 557 (Buena Vista Drive), widening professional services in the amount of $399,255.70.

 

FISCAL IMPACT

Funds are budgeted and available within the Impact Fee Zone A Fund.
