DESCRIPTION
The Utilities Division requested Procurement to solicit proposals from qualified consulting firms for the purpose of selecting experienced and qualified firms to provide professional engineering services on a continuing rotational basis in accordance with F.S. 287.055, known as the Consultants’ Competitive Negotiation Act.
Request for Proposal (RFP) 23-448, Utilities Design Services & Regulatory Support Services was issued, and fifteen firms submitted proposals. On October 17, 2023, the Board authorized staff to negotiate master consulting agreements with all fifteen firms. These firms are as follows:

These agreements can be used when professional services are needed, and the cost of construction is estimated to be under $4 million or for study activity that will not exceed $500,000. Assignment of projects between the firms will be on a rotational basis to ensure an equitable distribution of work among the consultants, except in instances where a consultant may be more highly qualified to perform the work. Services more than $100,000 will require Board approval.
The term of each agreement is for a five-year period.
RECOMMENDATION
Request Board approve the master consulting agreements with AtkinsRealis USA, Inc., Black and Veatch Corporation, Carollo Engineers, Inc., CHA Consultants, Inc., Chastain-Skillman Inc., CivilSurv Design Group, Inc., Dewberry Engineers, Inc., Halff Associates, Inc., Hazen and Sawyer, P.C., Jones Edmunds and Associates, Inc., Kennedy/Jenks Consultants, Inc., Pennoni Associates, Inc., Rummel, Klepper and Kahl, LLP, Tetra Tech, Inc., and Wright-Pierce, Inc. for RFP 23-448, Utilities Design Services & Regulatory Support Services.
FISCAL IMPACT
There is no fiscal impact at the time the agreements are signed. Funds for projects approved as part of the County’s CIP process will be budgeted in the Utilities Division’s capital fund.
