DESCRIPTION
Pursuant to Cooperative Resolution 2023-05, the Cooperative Board approved the construction of the SEFLA WPF raw water transmission line as depicted in said resolution and the SETM finished water pipeline as depicted in said resolution as necessary, practical and in the best interest of the Cooperative and its member governments and that the acquisition of such property and property rights are needed for such construction. Resolution 2023-06, as modified by Resolution 2024-34, constitutes a Project Resolution for the SELFA WPF raw water transmission line and SETM finished water pipeline projects, specifically related to those parcels described in Exhibits “A,” “B” and “C.” This resolution authorizes the Cooperative, its officers, employees, contractors and attorneys to acquire easement(s) in certain lands described in Exhibits “A,” “B” and “C” by negotiation, contract or legal proceedings, including eminent domain proceedings pursuant to Chapters 73 and 74, Florida Statutes.
The specific route change is described in Resolution 2024-34 Exhibit C and is occurring at the western terminus of the transmission main near the intersection of US Highway 98 and CR 540A. The existing transmission line route must be changed due to conflicts with a septic system on private property. Several alternative routes were considered; however, the proposed new route, shown as Alternative 3B, was selected due to the lowest overall impact considering key factors such as safety, public inconvenience, environmental impacts, and existing road conflicts.
RECOMMENDATION
Adopt Resolution 2024-34 to Modify Resolution 2023-06 Project Resolution of Necessity Approving the Southeast Lower Floridan Aquifer Water Production Facility and Southeast Transmission Line Projects due to a Change in the Transmission Line Route.
FISCAL IMPACT
The change in route is expected to have a minimal impact on costs. Overall, it is expected to reduce the overall project cost as the increase in design costs will be offset through construction cost decreases due to the avoidance of the septic system. The actual cost differential is not quantifiable.
