DESCRIPTION
On October 2, 2018, the Board approved the FEMA HMGP applications for FRS/EMS Protective Measures, Wind Retrofit for thirty-five (35) Polk County FRS/EMS Stations.
On September 7, 2021, the Board approved and executed the grant agreement between the Florida Division of Emergency Management FEMA HMGP and Polk County for the Federal Emergency Management Agency’s (FEMA) Hazard Mitigation Grant Program (HMGP) funding Agreement for Contract # H0573, Project # 4337-423-R, Polk County, FRS/EMS Protective Measures, Wind Retrofit for thirty-five (35) FRS/EMS Stations, for $1,666,243.00.
Modification No. One (1) to Contract # H0573 for Project # 4337-423-R, Polk County, FRS/EMS Protective Measures, Wind Retrofit for twenty-five (25) FRS/EMS Stations, between the Florida Division of Emergency Management FEMA HMGP and Polk County for the Federal Emergency Management Agency’s (FEMA) Hazard Mitigation Grant Program (HMGP) funding Agreement provides the additional funding and time extension required to award and execute the project providing a Federal Share amount of $4,342,725.00, County Share amount of $1,447,575.00 for a total Project cost of $5,790,300.00 which includes contingency funds in the amount of $275,728. The scope of work reduction from 35 to 25 locations is due to ongoing and future fire rescue station building replacement projects.
RECOMMENDATION
Request Board approve 1) Accept and execute Modification No. One (1) to Contract # H0573 for Project # 4337-423-R, Polk County, FRS/EMS Protective Measures, Wind Retrofit for twenty-five (25) FRS/EMS Stations, between the Florida Division of Emergency Management FEMA HMGP and Polk County for the Federal Emergency Management Agency’s (FEMA) Hazard Mitigation Grant Program (HMGP) funding Agreement and 2) CIP amendment, Resolution to amend the budget in the amount of $4,124,057 and a transfer from the General Fund Cash Balance reserves in the amount of $1,031,014.
FISCAL IMPACT
The original contract amount with contingencies will increase from $1,666,243.00 to $5,790,300.00. ($4,124,057 increase) The FEMA reimbursable grant is a 75% Federal - 25% County split. Federal share is $4,342,725.00, County share is $1,447,575.00 = $5,790,300.00.
Matching funds were set aside in cash balance forward reserves for mitigation projects during FY 18/19 and have been carried forward each year as needed.
Upon approval of this item the budget will be amended to establish budget for the modification of the project budget.
