DESCRIPTION
Firms to provide staff augmentation services, which include surveyors, inspectors, floodplain management and engineers on a temporary basis. Polk County has been experiencing significant population growth, resulting in rapid development and increased demand. As a result, the Land Development Division may require temporary staff to support these rising needs and maintain service levels.
Request for Proposal (RFP) 25-625, Engineering Staff Augmentation Services for Land Development was issued, and seven firms submitted proposals. On December 2, 2025, the Board authorized staff to negotiate master consulting agreements with six of the firms that were elevated through interviews. These firms are as follows:

On June 2, 2026 Master consulting agreements with Chastain-Skillman, LLC, CivilSurv Design Group, Inc., Dewberry Engineers, Inc. and Rummel, Klepper & Kahl, LLP were previously presented to the Board for approval. At that time, negotiations with Kimley-Horn & Associates, Inc. and Pennoni Associates, Inc. were still ongoing
Negotiations with Kimley-Horn & Associates, Inc. and Pennoni Associates, Inc. have now been successfully completed, and the master consulting agreements are being presented to the Board for approval.
The term of each agreement is for a five-year period.
RECOMMENDATION
Request Board approve master consulting agreements with Kimley-Horn & Associates, Inc. & Pennoni Associates, Inc. for engineering staff augmentation services for Land Development.
FISCAL IMPACT
Funds are budgeted and available within the Utilities and Roads and Drainage Division’s operating budget depending upon which division needs the services.
