DESCRIPTION
Due to newer restrictive Federal and State biosolid management regulations, there are fewer companies that are authorized to receive and dispose of biosolid materials. As a result, local private septage haulers requested the County consider providing septage receiving stations at its wastewater treatment facilities. This resulted in a Septage Receiving Station Feasibility Study, recently updated in July 2021. The study recommended building septage receiving stations at Wastewater Treatment Facilities (WWTF).
On May 3, 2022, the Board approved Agreement 2022-025 with Hazen and Sawyer, P.C. to design two septage receiving stations to be located at the Northwest and Southwest Regional Wastewater Treatment Facilities. These services were to be broken down into parts and the original agreement provided for Part 1 Services in the amount of $323,000.00 to develop conceptual and preliminary design reports for each receiving station. It was determined in the preliminary facility design report that the North Central Landfill (NCLF) was the best location to offer a site-ready, easily accessible location for a new septage receiving station and leachate treatment system, as well as a disposal site for the biosolids.
Amendment No.1 to the agreement was approved by the Board on February 6, 2024, for Part 2 services which included project management, support, preliminary and final design, permitting, and bidding services in the amount of $727,049.00.
This Amendment No. 2 incorporates Part 3 services for the project, which includes construction administration services for a not-to-exceed amount of $488,410.00 and is estimated to take approximately 409 calendar days to complete, however, this amendment will be in place until all services are performed.
The total not-to-exceed amount for Part 1, Part 2, and Part 3 services is $1,538,459.00.
RECOMMENDATION
Request Board approve Amendment No. 2 to Agreement 2022-025 with Hazen and Sawyer, P.C. to provide Part 3 professional engineering services for Septage Receiving Stations in the amount of $488,410.00.
FISCAL IMPACT
American Rescue Plan funding is available in the Utilities’ Community Investment Plan budget for this project.
