DESCRIPTION
The County Road 557 project is a proposed four-lane urban collector roadway located to the north of Lake Alfred. The corridor limits of the Project are from the intersection of CR 557 at W. Alfred St to just south of the interchange of I-4 and CR 557 (approximately 6 miles).
Polk County has identified the construction of the County Road 557 project as a priority given the population and employment growth projected for the region. This expected growth is evident in the increased traffic demands on nearby roadways, and future development projects planned along the corridor.
On December 26, 2018, the County entered into an agreement with Dewberry Engineers Inc., for professional engineering services for the County Road 557 project. This project will require a separate engineering firm to provide construction engineering, administration, inspection, and quality control services once the construction of the project commences. It is anticipated that construction will begin in April 2026.
Roads and Drainage requested Procurement to solicit proposals for the purpose of providing CEI services for the County Road 557 project.
Request for Proposal (RFP) 25-388, Construction Engineering & Inspection Services for County Road 557 was issued, and five vendors submitted proposals. On September 16, 2025, the Board approved the committee’s recommendation to enter into contract negotiations with WSB LLC. The attached agreement is the result of those negotiations.
The Scope of Services includes the following:

I. SubConsultant Services
WSB will provide the following positions to perform this Scope of Work with an estimated 55,753.50 Hours:
Senior Project Engineer
Project Engineer
Assoc. Project Administrator
Contract Support Specialist
Secretary/Clerk
Senior Inspector (2)
Inspector (3)
Inspector Aide
It is anticipated that the project will conclude in July 2029, yet the term of the agreement will be until all services are complete.
RECOMMENDATION
Request Board approve the agreement with WSB LLC for construction engineering & inspection services for the County Road 557 project in the amount of $7,671,349.67.
FISCAL IMPACT
Funds are budgeted in the Transportation Impact Fee Fund Zone A.
