Approve a State-Funded Grant Agreement and associated resolution with the Florida Department of Transportation (FDOT) for the Thompson Nursery Road (TNR) Phase I Extension. ($3,276,934.00 one-time revenue)

DESCRIPTION

On June 7, 2022, the Board approved Contract No. 2022-041 with Kimley-Horn and Associates, Inc. (Consultant) to review and update the design and create final construction bid documents for the Thompson Nursery Road (TNR) Extension (Project) at a cost not-to-exceed $5,088,870.83. The proposed four-lane urban collector roadway will extend from US 17 at SR 540 to US 27 at Thompson Nursery Road. 

On May 16, 2023, The Board approved State-Funded Grant Agreement (FPN: 450858-1-34-1) and associated resolution for Thompson Nursery Road Extension (Project) Phase II in the amount of $5,000,000.00. The limit of this phase is from West Lake Ruby Drive to US 27. The funds are designated in connection with the planning, design, permitting, and Right-of-Way acquisition support. The County will be responsible for any costs in excess of the State provided funds.

On August 8, 2023, the Board approved Contract No. 2022-041, Modification #1 with Kimley-Horn and Associates, Inc. (Consultant) to add Phase II to the project. Phase II is broken up into two sub-tasks. Task 5a is a PD&E (Study), under this modification, for a new four-lane divided roadway which includes up to 3 conceptual alignments in the amount of $1,092,555.64 bringing the total project to a not-to-exceed cost of $6,181,426.47. On May 20, 2025, the Board approved the recommended alignment for TNR Phase II. Task 5b corresponds to the final design, permitting, utility coordination, and right-of-Way acquisition support services. The County reserves the option to negotiate at a later date an amendment to the agreement with the Consultant for this last task.  

The FDOT has agreed to fund the project with an additional $3,276,934.00 for Phase I from US 17 to West Lake Ruby Drive. They propose to enter into a State-Funded Grant Agreement (FPN: 452355-1-54-1) with the County to provide construction funds in the amount of $3,276,934.00. The County will be responsible for any costs in excess of the State provided funds. On April 16, 2024 and again on September 06, 2024, the Board approved this agreement and resolutions (2024-076 & 2024-158); however, the FDOT was unable to execute the agreement in FY 24 or FY 25 and is requiring the agreement and resolution to be approved by the Board once again.

RECOMMENDATION

Request Board authorize the Chairperson to execute the State-Funded Agreement No. FPN: 452355-1-54-1 with the FDOT and Resolution, for the State-Funded Grant Agreement in the amount of $3,276,934.00 for the Thompson Nursery Road (TNR) Phase I Extension .

FISCAL IMPACT

Funding in the amount of $3,276,934.00 has been budgeted into the Special Revenue Grants Fund to a Project specific fund within the Roads and Drainage CIP FY 25/26 CIP.
