DESCRIPTION
In 2024, the Utilities Division requested Procurement solicit proposals from engineering firms to provide design, permitting, bidding and construction administration services for new water production and wastewater treatment facilities in the east regional utility service area. Professional services agreement 25-028 for Part 1 services (Site Evaluation) was approved with Carollo Engineers Inc. on May 20, 2025. During Part 1 services, property acquisition was completed for construction of the proposed ERWWTF.
This Part 2 scope of services is the next phase for the advancement of this project. Part 2 services include project management, quality control, conceptual design report (data collection, onsite/offsite WWTF and transmission infrastructure analysis, final recommendations, etc.). It is anticipated that Part 2 services will be completed in approximately six months, yet the agreement will remain in place until all services have been completed. An amendment to the agreement for future services to include final design, permitting, bidding, construction administration, etc. will be brought back to the Board for approval once Part 2 services are complete.
RECOMMENDATION
Request Board approve agreement with Carollo Engineers, Inc. to provide Part 2 engineering services for the East Regional Wastewater Treatment Facility. ($976,382.54 one-time expense)
FISCAL IMPACT
Connection fee funding is budgeted and available in the Utilities Five-Year Community Investment Program Budget.
