Adopt a Resolution Setting Speed Limits on County Road 655 (Lake Shipp Drive South), near Winter Haven. (No Fiscal Impact)

DESCRIPTION
In October 2019, the Florida Department of Transportation transferred a portion of State Road 655 (Lake Shipp Drive South) to the Polk County Board of County Commissioners as part of a road transfer agreement between the two agencies. Because County Road 655 (Lake Shipp Drive South) was historically maintained by an agency other than Polk County, there is currently no Resolution on file to support existing speed limits on this roadway.
Staff conducted traffic studies on County Road 655 (Lake Shipp Drive South), as outlined in Section 316.189 of the Florida Statutes, and investigated the five-year crash history. It was subsequently determined that postings of 30 M.P.H., 35 M.P.H., and 40 M.P.H. are reasonable for this road. To comply with statutory requirements, it is necessary for the Board to adopt a Resolution establishing the proposed speed limits.
RECOMMENDATION
Request Board adopt the associated Resolution to establish speed zones for County Road 655 (Lake Shipp Drive South).
