DESCRIPTION
Parks and Natural Resources requested Procurement solicit proposals from professional engineering firms to assist with design, permitting and study activity relative to repairs needed at the Circle B Bar Reserve as a result of Hurricane Ian damage. The goal of the County is to restore the site to pre-storm conditions or better. Construction services are to include repairs to the berms built in the early 1900's, along the existing trail system. Restoring the site to pre-Hurricane Ian conditions will ensure the continued improvements to water quality by allowing the Banana Creek Marsh system of Circle B Bar Reserve to function properly.
In addition, the scope includes creating a design model that would enhance the function of the wetland treatment system, and the treatment of water into Lake Hancock, which flows into the Peace River. This planning effort will identify potential flood risks, stormwater management, wetland restoration, the need for water quality treatment structure, park improvements and watershed evaluations related to the hurricane damage.
Request for Proposal (RFP) 23-372, Professional Engineering Services for Circle B Bar Reserve was issued, and only one firm submitted a proposal. On August 22, 2023, the Board approved the selection committee's recommendation and authorized staff to enter into negotiations with the one proposer, Dewberry Engineers, Inc.
The term of this agreement shall be through the completion of all services identified, unless otherwise terminated sooner.
The County intends to request Public Assistance from the Federal Emergency Management Agency for reimbursement of said services.
