DESCRIPTION
On March 3, 2026, the Board authorized staff to negotiate an agreement with Whitehead Construction to provide CMAR services for the construction of a new 20,000-square-foot joint-use fire rescue station for Polk County and the City of Bartow, located at 2421 Smith Lane, Bartow, FL. The new joint-use fire rescue station's purpose is to serve the residents of Polk County in a more efficient manner by reducing response times on calls while addressing fire fighter safety concerns with a Red (Hot), Yellow (Warm), and Green (Cool) zone approach to station design.
The CMAR's role includes:
1. Pre-construction phase services include working with the design consultant, Fleischman Garcia Maslowski, and county staff to provide value engineering suggestions, constructability reviews; management of pre-bid conferences with sub-contractors, bid solicitation services, along with management of pre-award meetings with sub-contractors. The fee will not exceed $40,280.00.
2. After pre-construction services are complete, the Construction Manager will present to the County a Guaranteed Maximum Price (GMP) to construct the joint-use fire rescue station. This additional cost will be brought back to the Board for approval as an amendment to this agreement before construction services begin. The Construction Manager shall furnish and pay for all services, materials, and labor to fully perform and complete the construction of the work.
The Highlands City Fire Rescue Station/Smith Lane Joint-Use Fire Rescue project is part of the adopted CIP budget for FY 25-26 at $6,209,022.00.
