DESCRIPTION
This item includes the recurring agenda item to keep the PRWC Board of Directors updated on progress related to the design, permitting and construction of the West Polk Wellfield Project. Staff will provide an overview of:
1) Project schedule
a. Design
b. Construction
2) Land acquisition
a. Status of Water Production Facility site acquisition
3) Permitting activities
4) Other key activities as needed
In addition to the overview, this item will include a request to authorize staff to issue a partial notice to proceed (NTP) for construction oversight services related to West Polk Injection Well (IW) #1.
On November 16, 2022, the PRWC Board of Directors authorized staff to issue partial NTP #1 to Carollo Engineers (a.k.a. TeamOne) to initiate 60% design services for West Polk Facilities. No construction oversight was included in that authorization.
On July 24, 2024, the PRWC Board of Directors approved a change order to the Youngquist Brothers Drilling, Inc. contract to construct West Polk IW #1.
Staff requests authorization to issue NTP #2 to Carollo Engineers (a.k.a. TeamOne) to provide final design and construction oversight of drilling activities of West Polk IW #1. NTP #2 would be effective June of 2024 to capture charges related to the final design and issuance of bid documents.
RECOMMENDATION
Staff recommends approval of NTP #2 for the final design and construction oversight of West Polk IW #1.
FISCAL IMPACT
This approval will increase the Carollo Engineers authorization by $1,311,427.20. SRF Loan DW532002 will be used for these expenses.
