DESCRIPTION
The County acquired multiple residential lots lying adjacent to the east of Kathleen Road and to the south of Spivey Road in the Olive Crest subdivision in conjunction with a project to four lane the roadway. The County negotiated the purchases of the lots in their entirety due to impacts to the properties by the project. The project has been completed and the necessary right-of-way for the completed roadway has been excluded which resulted in small remnant parcels which are no longer needed by the County. Individually the remnant parcels are not buildable; however, they are contiguous parcels and collectively total approximately eight-tenths of an acre (~34,800 square feet). In an effort to reduce the County's Land Inventory, staff is requesting the public sale of the remnant parcels, as a single unit. The County hired an independent appraiser to establish a market value for the consolidated remnant parcel and a value of $60,000 was established. Staff is requesting the Board authorize the public sale of the remnant parcels, as a single unit, to the highest bidder whose bid meets or exceeds the minimum bid amount and approve the appraised amount of $60,000 as the minimum bid amount.
Florida Statutes allow for the disposal of County-owned real property by declaring the property surplus and authorizing a public sale to the highest bidder. Declaring the subject parcel surplus and authorizing its sale will allow the public to purchase the parcel, place it back on the tax roll, remove the property from the County Land Inventory and allow the County to cease any maintenance activities associated with the parcel.
