DESCRIPTION
Since 2019, Capital City Consulting, LLC (CCC) has assisted Arrow Group Consulting, LLC (formerly Anfield Consulting, Inc.) to satisfy a wide variety of advocacy needs for Polk County. CCC includes former agency heads and legislative committee professionals that have enhanced the ability of the team to advocate for, and respond to, policy issues. In consultation with the Arrow Group, CCC has yielded significant appropriations in capital investments for Polk County. In 2024, Ballard Partners, Inc (formerly The Vogel Group) was brought on to assist Arrow Group and CCC.
In an effort to increase overall efficiency for the Arrow Group, CCC and Ballard Partners, Inc., in 2025, Polk entered into separate agreements with each firm. All three firms will continue to be retained and will continue to advance Polk County’s agenda in upcoming legislative sessions. Under this Agreement with CCC, the rate of $7,500 ($90,000 for twelve months) for CCC will remain the same and be paid directly to CCC from Polk County. The term of this Agreement with CCC is for twelve months from October 1, 2026 through September 30, 2027.
RECOMMENDATION
Request Board approve Agreement for Professional Services with Capital City Consulting, LLC for lobbying services for fiscal year 2026-2027 for a one-time expense of $90,000 and to take effect on October 1, 2026 through September 30, 2027.
FISCAL IMPACT
Funds are budgeted and available in the Utilities and General funds.
