DESCRIPTION
The County acquired a fee interest in Parcel ID Number 252825-000000-032140 through a Warranty Deed dated November 25, 1975, which was subsequently recorded in Official Records Book 1668 at Pages 1154 through 1156. The parcel is a vacant, flag-shaped parcel, containing approximately 22,216 square feet, located along the south side of Recker Highway in the Jan-Phyl/Winter Haven area. Due to its size and shape the property is not a buildable parcel and as such is only of use and benefit to the adjacent property owners. County staff contacted the four adjacent owners to determine if they had any interest in purchasing the property. Only one adjacent property owner, Winter Haven Lodge No. 1586 Free and Accepted Masons of Florida ("Lodge"), expressed an interest in purchasing the property to assemble with its property to the north. The County originally requested the Property Appraiser's assessed amount for the property; however, the Lodge requested a purchase price of $30,000 in light of its not-for-profit status as well as being the only interested buyer.
Florida Statutes allow for the disposal of County-owned real property by declaring the property surplus and authorizing its private conveyance. Declaring the parcel surplus and authorizing its sale will allow the adjacent property owner to purchase the property, place it back on the tax roll, remove the property from the County Land Inventory and allow the County to cease any maintenance activities associated with that property. The subject parcel is being transferred in "as is" condition and the conveyance of the property will be by County Deed.
