DESCRIPTION
The Parks and Natural Resources Division (PNR) conducts routine ambient water sampling and identified Lake Deeson as not meeting Florida Department of Environmental Protection's (FDEP) water quality standards. Lake Deeson is a 55-acre lake located north of downtown Lakeland. The County has developed a water quality restoration plan for Lake Deeson with the priority project being sediment treatment. In many lakes in Polk County the legacy sediment in the main cause of poor lake water quality (i.e., sediment is constantly releasing phosphorus into the lake water). The Lake Deeson project will apply a phosphorus binding material to the lake thereby inactivating the phosphorus in the sediment and improving lake water quality. County staff sought funding assistance from FDEP to implement the sediment treatment project. These services include a quality assurance project plan, project implementation, monitoring activities, and a final report to provide to FDEP.
Request for Proposal (RFP) 23-573, Professional Engineering Services for Lake Deeson & Bear Branch was issued, and one firm submitted a proposal. On December 5, 2023, the Board approved the selection committee's recommendation and authorized staff to enter negotiations with the one firm, EutroPHIX. The attached agreement is the result of those negotiations.
It is anticipated these services will be completed by May 1, 2025; however, the agreement will stay in place until all services are complete.
This project is fully funded through a FDEP Innovative Technology grant. Accordingly, all services shall be performed in accordance with applicable Federal, State & Local regulations.
