DESCRIPTION
Polk County currently utilizes Aetna to insure and administer the voluntary employee dental program for approximately 8,800 employees, dependents, and retirees that choose to be on the County’s dental plan. The current agreement is set to expire on December 31, 2025.
Request for Proposal (RFP) 25-379, Fully Insured Employee Dental Coverage was issued, and six vendors submitted proposals. The selection committee met on Monday, July 7, 2025, to evaluate and score the proposals. The selection committee elected to elevate for the two highest scored firms, Aetna and Cigna, to interviews. On Monday, July 21, 2025, the selection committee conducted interviews and received presentations from both vendors. After the interviews, the consensus of the selection committee was to request the Board authorize staff to enter into contract negotiations with all proposers, beginning with the highest ranked proposer, Cigna Health and Life Insurance Company.

A recommendation of award was posted, and no protests were received.
RECOMMENDATION
Request Board approve the selection committee’s recommendation and authorize staff to enter into contract negotiations, beginning with the highest ranked proposer, Cigna Health and Life Insurance Company for RFP 25-379, Fully Insurance Employee Dental Coverage, and moving to the second-highest ranked proposer if negotiations with Cigna Health and Life Insurance Company are unsuccessful.
FISCAL IMPACT
There is no fiscal impact during negotiations.
