DESCRIPTION
The Lower Floridan Aquifer Wells Installation Agreement (“Agreement”) with Florida Design Drilling, LLC (“FDD”) was approved by the Project Board on September 18, 2024 for a total Contract Price of $19,461,250.00. The scope of work under the Agreement consists of the construction of four (4) lower Floridan aquifer (“LFA”) production wells for the Southeast Wellfield Project and one (1) test production well for the West Polk LFA Project. The Construction Notice-to-Proceed was issued on October 15, 2024 with a Substantial Completion Date of December 26, 2026. Change Order No. 001 was subsequently approved by the Project Board on May 15, 2025, increasing the total Contract Price to $19,497,455.00.
Preliminary pump testing of Production Well (“PW”) 10 indicates that the specific capacity of this well is significantly lower than wells PW-11 and PW-12. Stimulation of well PW-10 via acid treatment is recommended to increase the specific capacity of the well, thereby reducing long-term pumping costs.
The cost for acid treatment is $72,857.86 per the attached proposal from FDD. The Schedule of Values for PW-10 includes $50,000 in unused contingency funds and $50,000 for pea gravel which is not required for the construction of PW-10. Change Order 002 serves to reallocate $25,000 from the pea gravel line item to the contingency line item to cover the cost of the acid treatment. The date of Substantial Completion will remain December 31, 2026.
