DESCRIPTION
The Parks and Natural Resources Division requested Procurement to solicit proposals from qualified firms interested in providing grant administration services for the Community Development Block Grant Disaster Recovery (CDBG-DR) Infrastructure Repair Program. The scope of services includes assisting County staff with compliance of federal and state grant requirements, reviewing certified payrolls, maintaining grant documentation, required reporting, public notices, monitoring grant activities, and grant closeout activities.
The County was awarded $70,000,000.00 in CDBG-DR funding through the Florida Department of Commerce for the Lakeland to Bartow Lake Watershed – Peace River Resilience Project. The project is intended to address flooding, improve stormwater management, increase flood storage capacity, and improve water quality throughout the watershed.
Request for Proposal (RFP) 26-370, Grant Administration for CDBG-DR Program, was issued and 11 firms submitted proposals. The selection committee met on October 8, 2026, to evaluate and score the proposals. The three highest scored proposers were elevated for interviews. On Thursday, October 15 ,2026, interviews were conducted and presentations were received from the proposers. After the interviews, the selection committee ranked the proposers. The consensus of the selection committee was to request the Board authorize staff enter into negotiations with all Proposers interviewed, starting with the highest ranked proposer, ICF Incorporated LLC.
