DESCRIPTION

The proliferation of large, semi-permanent signs (often erected by home builders and developers) within the County right-of-way has become a serious issue. Unlike small wire "snipe" signs, these structures are often constructed of wood, concrete, or rigid PVC, posing a "serious threat to public health, safety, and welfare" as fixed-object hazards.

The proposed ordinance establishes a Hybrid Enforcement Model that imposes an immediate civil fine for the act of placing the sign in the right-of-way. The Ordinance also provides a 7-day cure period for the removal of the sign before the County removes it and assesses costs.

 

RECOMMENDATION

Set Hearing to consider the adoption of an Ordinance of the Polk County Board of County Commissioner entitled Polk County Right-of-Way Sign Enforcement Ordinance.
