DESCRIPTION
Polk County participates in the State Housing Initiatives Partnership Program (SHIP) and is required to provide the Florida Housing Finance Corporation (FHFC) with a report annually on the implementation of the current SHIP Affordable Housing Incentive Plan. The Affordable Housing Advisory Committee (AHAC) annually reviews and recommends affordable housing incentive strategies. The Affordable Housing Incentive Plan outlines existing affordable housing incentive strategies available for the development of affordable housing.
On October 23, 2025, the Affordable Housing Advisory Committee (AHAC) reviewed and voted approving Polk County staff administering the Purchase Assistance Program also known as Downpayment Assistance as it is outlined in the Local Housing Assistance Plan (LHAP).
RECOMMENDATION
Request Board approves the 1) Incentive Plan Implementation Annual report for 2025, 2) the AHAC’s recommendation for the amendments to the Local Housing Assistance Plan (LHAP) and 3) approve the accompanying Resolution confirming approval and authorizing submitting the Plan to the Florida Housing Finance Corporation.
