Approve the Guaranteed Maximum Price (GMP-4) for Construction Packages 2B and 4A and the Early-Out Valve Package for the Southeast Wellfield Transmission Main (Action)

DESCRIPTION
GMP-4 consists of two Southeast Wellfield Transmission Main construction packages (Construction Package 2B and 4A - Exhibit A) as well as an early-out bid package for transmission system valves. Construction Package 2B includes approximately 11,960 linear feet of 10-inch high density polyethylene ("HDPE") pipe, 19,550 linear feet of 30-inch ductile iron pipe ("DIP"), and approximately 8,635 linear feet of 36-inch DIP in the Mountain Lake area of Lake Wales. Construction Package 4A includes approximately 12,460 linear feet of 24-inch polyvinyl chloride ("PVC") pipe and 2,570 linear feet of 24-inch HDPE pipe along Mountain Lake Cutoff Road in the Lake Wales area. The early-out valve package, which includes isolation valves for the remainder of the transmission system bid packages, was solicited at this time to mitigate long lead times on valve delivery and encourage more competitive pricing by purchasing the valves in bulk from one supplier.
Competitive bids for the early-out valve package were received on March 10, 2025. Bids were submitted by Ferguson Waterworks and Kansas City Winwater. After analysis of the bids and discussions with the PRWC, the Construction Manager-at-Risk (Florida Water Partners) recommends award to the low bidder, Ferguson Waterworks, for a price of $786,394.76.
Competitive bids were received on May 1, 2025 for Construction Packages 2B and 4A. Construction Package 2B received seven (7) bids as follows:
