DESCRIPTION

FDC Grove Road is a County-maintained roadway classified as an urban collector roadway and Park Place Boulevard is a County-maintained roadway classified as a local residential roadway and both lie within and/or adjacent to the municipal limits of the City of Haines City (“City”).  A portion of FDC Grove Road from Park Place Boulevard, northward approximately 1,300 feet to Holly Hill Tank Road and a portion of Park Place Boulevard from US Highway 27 westward approximately 2,590 feet to FDC Grove Road are being proposed to be transferred to the City in conjunction with proposed development adjacent to the roadway.     

Florida Statutes allow for the transfer of public roads between jurisdictions by mutual agreement of the affected governments and a conveyance of the associated right-of-way by deed.  The City has reviewed and approved, at its meeting held November 4, 2024, the Agreements for Transfer of Public Roads and has agreed to accept the County Deeds for the associated rights-of-way.  Approving said Agreements and authorizing the County Deeds to the City for the associated rights-of-way will transfer ownership of the subject roads and will remove the roadways from the County’s Road inventory thereby allowing the County to cease maintenance and future liability responsibilities associated with it.

RECOMMENDATION

Request Board approve the aforementioned Agreements for Transfer of Public Roads and authorize the County Deeds to the City for the rights-of-way associated therewith.
